The Articles of Confederation was an agreement between the thirteen original states that served as the first constitution. Drafting by a commission appointed by the Second Continental Congress began on July 12, 1776, and the approved version was forwarded to the States for ratification at the end of 1777. Formal ratification by all thirteen states was completed in early 1781. The government during the Treaty was replaced by a new constitution and federal form of government in 1789.

The Articles provided a system for the Continental Congress to direct the American War of Independence, conduct diplomatic relations with Europe, deal with territorial issues, and deal with Native Americans. Yet the weakness of the government became a matter of great concern, so the Articles were replaced on March 4, 1789 by the United States Constitution. The new constitution provides for a much stronger federal government by appointing the chief executive, courts and tax institutions.
