We need to first find the slope:
$\frac{y1 - y2}{x1 - x2}$
In this case:
$\frac{ - 2 - 10}{ - 1 - 3} \\ = \frac{ - 12}{ - 4} \\ = 3$

In this case, as the y2 is given as 1,put (-1,-2) , and the slope(3 )into the eqaution :

y-(-2) = 3(x-(-1))
y+2 = 3(x+1)

Therefore
$y + 2 = 3x + 1$
is the answer.
