This problem is certainly an interesting one. I would say that they wrote 28 word problems becuase it didn't say anything about writing more of them, and the problem also specifically stated that "we" stopped writing word problems due to him being upset.
I feel like I might be wrong; however this problem involves a bunch of misleading, unnessecary information, so it might as well be a trick problem.
