I think for this problem, there should have been choices in which we could choose our answers from. However, on a general note the acceleration is calculated through the equation,
                                 a = v/t
where v is the velocity and t is the time. Since, acceleration is inversely proportional to time, the car which will take longer time to reach a certain velocity will have the least acceleration and the car which will take the shortest time will have the least acceleration.

Therefore, the effective design stiffness required to limit the bumper maximum deflection during impact to 4 cm is 3906250 N/m
