Cecil must have been experiencing Obsessive compulsive disorder, where he do things repeatedly like how he would frequently count his heart beat aloud. Obsessive compulsive disorder is usually accompanied by anxiety which is Cecil is experiencing and the thought of suicide which is also Cecil's thought of jumping out of the window of his tenth floor apartment.
