at the age of 16 it is legal to have sex but they both have to be 16 or it is against the law as one wil be under aged.
if one of them is underaged then you should tell a responsible adult that you trust straight away but if you feel like it is the right thing to do as you don't think that she is actually ready to have it and they think they are may be get ask an adult to have a conversation with them with the ins and outs of a healthy relationship.
