So, we want to multiply that by 2. The table represents one year at Weatherford College. 

8,965*2= 17,930 

I heard the question mention 'reasonable'. It also said 'meet the cost'. So I would assume that 17,930 meets most of the cost. I think that's what it wanted to have. A couple thousand dollars may be reasonable, but will it meet the cost? Probably not. 

I would say "A" is the best answer.
