so that would be 60/4=15 seconds.

Well we know a Minute is made up of 60 seconds so we want to break up 16 into 1/4 one fourths is breaking up the number into four parts like one dollar in 1/ fourth is $.25 so in this case one fourths of a minute is 15 seconds
