The bell-shaped curve describes a test analysis which is symmerrical in shape because of its area of concentration. A typical example can be seen in a test scores of students in a pratical examination where the bulk of the average lies in the bulged point and a few with excellent performance to the right, while other few with poor performance to the left.This explains why it assumes the shape of a bell when plotted ona graph.
