75% of state legislatures must approve a proposed Constitutional amendment for it to become law

Explanation:

There are many steps which are involved in the amendment process first the two thirds of both the houses of the constitution pass a proposed amendment and then this is sent for ratification to the states and it is discussed upon by various members of the constitution. Debates are done upon whether to pass it to the constitution or not and then it is decided upon.

Then three fourths of the state that is thirty eight out of fifty states ratifies the proposed amendment and then it is passed on with the convection of the president and the governor. The amendment process is very difficult and it is often a long process and a time consuming process

Its been a while since I did this topic, but I believe it was mostly because under communism there was little work for intellectuals, so they were often the ones who left the country. This resulted in a 'brain drain', a lack of knowledgable people. I seem to remember reading about the entire maths department of a university just up and leaving at one point. You could also argue that it was damaging for the image of communism if so many people were trying to leave.
