Let Peters age be x
Phil's age is 1/5x+7---------------------------(i)
Phil's age can also be calculated as 
4(1/5x+7)=2x-2--------------------------------(ii)
So,
4/5x+28=2x-2
28+2=2x-4/5x
30=10/5x-4/5x
30=6/5x
x=30*\frac{5}{6}
x=25
