The total mass determined in the second experiment will be lower than the total mass determined in the first experiment.  

Explanation:

If outside of the flask is not dry, the total mass = mass of flask + mass of water.

When outside of the flask is dried, the total mass = mass of flask only.

Thus, the total mass determined in the second experiment will be lower than the total mass determined in the first experiment.

Therefore, if outside of the flask is not dry when first determination is made and it is dried for second determination, the effect it will have on my result is, the total mass determined in the second experiment will be lower than the total mass determined in the first experiment.
