For me, the key strategies are:

1. Raising the salary of specialists in the rural and non-urban areas.

2. Creating more medical clinics and hospitals in the rural and non-urban areas.

3. Establishing affordable medical schools in the rural and non-urban areas.

Explanation:

It is more common for physician specialists to be distributed in the urban areas than in the rural areas because majority of the population are living in the cities. These cities are also attractive for doctors because they are more accessible and it gives them the comfort of working.

In order to shift the excess of specialists in the urban areas to the rural areas, it is best to raise the salary of specialists in the non-urban places. Salary is one attractive factor that is being considered by many workers. If the salary of workers (specialists) is higher then, surely, many of them will rush to the rural areas.

Creating more medical clinics and hospitals in the rural area is also one option. If this happens, there will be more places for the doctors, nurses and other medical professionals to work in. Some of them still reply on hospitals when it comes to their work, thus, it is essential to provide them a place where they can provide their service.

Establishing "affordable" medical schools in the rural area will allow young students to get educated in the medical field. This will lead to more production of doctors in the area thus, leading to more independence. So, this means that there will be no need to let the doctors from the city go to the rural areas because they are already producing their own.
