Anyone who isn’t ready either physically, mentally, or emotionally. If the parents aren’t ready and they bring another life into this world then the orphanages will get too crowded but also the child might have some mental disorder from not feeling loved by their parent or to even be at fault of the orphanage and their way of running it.
