For instance, when the United had just become a new nation, many things had to be done. Among them included the creation of the Constitution (a blueprint that the United States could follow in order to run the country in an effective manner).

Now, the problem with these articles was that they barely gave any power to the federal government, thus the federal government couldn't enforce the law. Led by Daniel Shay, Shay's Rebellion (a series of protests that occurred from 1786 to 1787) showed the need for a stronger government (which was the opposite of the Whiskey Rebellion).
