Answer:

France

Explanation:

The metric system is the system of units most widely used in the world. Except for USA, Liberia and Myanmar all the countries use this system.

France was the country where this system was developed in 18th and 19th century. It is the only country out of the four options that uses this system exclusively. Other countries that has metric system is use also use other units for some measurements. For example, England largely uses metric system but for distances "mile" is used as a unit which is not part of Metric system.

Metric system or International System of Units (SI) has seven basic units for measurements, which are

- Metre for length

- Kilogram for mass

- Kelvin for temperature

- Second for time

- Ampere for electromagnetism

- Candela for luminosity

- Mole for quantity

The only three countries who do not use the metric system as their primary system of measurement are the United States, Liberia and Burma (Myanmar). Other countries have adopted the system but do not use it in all cases, for example road distances and speeds are still measured in miles and miles per hour in the United Kingdom.
