False, hazing can turn in to violence. Even if all parties involved are taking part in it voluntarily it still can turn violent and the violent act of hazing may not have been disclosed or what the other party was signed up for. Sometimes some parties that partake in hazing do not haze violently but others decide to do things that are or turn violent. Hazing is not always a violent act but definitely can lead to violence being committed.

Yes, if people have addiction history in their lives or their family history they should not be able to purchase large amounts of these products. Tobacco should have more restrictions against 18 year olds, even though they cannot legally purchase it many still do.
