Option A is incorrect. Equilibrium would be maintained if the water that falls out of the faucet is re-entered into the faucet.  

Option B is correct. As the income and expense of the person is equal, so what the person spends is equal to what he earns. So the person neither spends more than his income goes to debt nor does the person has some money left after his spending to save or invest.  

Option C is correct. As the pressure exerted on the inside of a balloon by the gas inside is equal to the pressure exerted on the outside of the balloon by the atmosphere, the balloon does not burst. The air pressure is balanced on either side of the balloon.  

Option D is incorrect. Equilibrium would be maintained if the heat gained is equal to the heat lost.
