 8x-6y=-96  add to this -4 times the second equation...
-8x-12y=-48
___________

-18y=-144

y=8, this makes 8x-6y=-96 become:

8x-48=-96

8x=-48

x=-6

so the solution to the system of equations is the point:

(-6,8)

                 = \frac{1}{135}(73+59+31-19-9-16+4)

                 = \frac{123}{135}

And probability that a person doesn't use any facility = 1 - P(GUPUT)

= 1 - \frac{123}{135}

= \frac{135-123}{135}

= \frac{12}{135}

= \frac{4}{45} ≈ 0.0889
