225 / 5625 = 0.04 = 4% are marked.

This means 96% ( 100-4 = 96) are not marked.

This would be the probability of an elk being unmarked.

As a fraction this would be 96/100 which reduces to 24/25

As a decimal it would be 0.96

As a percent it is 96%
