Water can dissolve salt because the positive part of water molecules attracts the negative chloride ions and the negative part of water molecules attracts the positive sodium ions. The amount of a substance that can dissolve in a liquid (at a particular temperature) is called the solubility of the substance.
The salt that is NaCl consists of positive sodium ions and negative chloride ions. The positive sodium will be attracted by the negative oxygen ion of the water molecule and the negative chloride ion will be attracted by the positive hydrogen ion. Thus the solid NaCl salt will be dissolved in water. Thus it will enter into the liquid state.
