28 steps because 84 divided by 3 equals 28

Divide 24 by 3 to figure out how many cubes are in 1 step (24/3=8). Now divide 84 by 8 to figure out how many steps he built with 84 cubes (84/8=10.5). Ron's second staircase has 10 and a half steps :)
