If you find yourself dependent on a drinker for a ride home, you should not go with that person. Additionally, you should convince the person not to drive home himself. Alternate ways of getting home could be to take the bus or to call a taxi/Uber, or wait until the person is sober and able to drive you.

EU has banned it for the most part because of it's unhealthy nature, and tendency to cause problems in the body.
