Law is needed both for individuals as part of the State as people who have rights and obligations. Theoretically and practically law as a discipline should have an analysis model and be able to solve various problems. Because this is the view that the law has flexibility in regulating life.

One of the legal experts from England, A.V Docey in the 19th century argued that the law is more inclined to the state administration. The most well-known conception of the rule of law consists of three elements, namely:
