So obviously, since the minute hand is on the number 12 (using a traditional clock), we know that Tyrone eats at the beginning of a new hour (06:00, 15:00).  Using the word "dinner" as a clue, we can assume he is eating during the later hours of the day, meaning he could be eating anywhere towards the evening.  In this case, using all the information, we can assume Tyrone is eating at either 17:00, 18:00, 19:00 ... 21:00, since those are the most "common" times for eating dinner.

(Common core is weird, man...)
