He conducting a tax reform by imposing severe taxes on the people. He also did a Church Reform, which reduced the power of religion and church in the public life. He established the "Senate" and the "Ministries", leading to a more centralized administration and an exclusion of the hereditary privileges. He focused on the increase of the industrial production and the advances of technology and engineering. In addition, he increased the empire's trading activities and changed many of the agricultural practices.
