Then,

18.25+0.34s\leq 40\\\\Subtract\ 18.25\ from\ both\ sides\\\\0.34s \leq 40-18.25\\\\0.34s\leq 21.75\\\\Divide\ both\ sides\ by\ 0.34\\\\s\leq 63.9

Thus Jody can buy 63 sheets of paper
