Firstly let’s make the -2 2/3 easier

-2*2/3= -4/3

Then we will move all the numbers to one side and keep the x on the other side. Remember when u move a negative from one side of the equal sign it changes to positive and if u move a positive it changes to a negative.

X= -4/3+15-7
=-4/3+8
=-4/3+24/3 (To add fractions the denominator has to be the same, and 24/3 is the same as 8)

X=20/3

y-3 = -4(x+2) -> y = -4x-5

So this gives us our x value.  Now we can plug that into either function to find the y value.  This is super easy of we use y = -1 because all y values in this are -1, so the point Q is (-1, -1)
