Many factors can cause disturbance that results in a wave.
For example, the waves created in sea are due to the gravitational pull of attraction between Earth and moon. Human activities are also responsible(huge ships). The air above the surface of sea can also cause waves. In case of electromagnetic field, electromagnetic waves are created because of acceleration of charged particles.
