Inner planets are small because the heat of the Sun baked off the hydrogen. The outer planets are large because they were colder and did not get the hydrogen baked off. Among the outer planets, they get smaller as you get further out because they formed nearer the edge of the cloud that supplied the material. There was just less to build from.
