$\dfrac{-2}{3}x > 8\wedge\dfrac{-2}{3x} < 4$

$-2x > 24\wedge3x < \dfrac{4}{-2}$

$x > -12\wedge x < -\dfrac{2}{3}$

$\Rightarrow\boxed{-12 < x < -\dfrac{2}{3}}$

$\Rightarrow\boxed{x\in(-12,-\dfrac{2}{3})}$
