I doubt it says "or". It's probably an and.

\dfrac{-2}{3}x > 8\wedge\dfrac{-2}{3x} < 4

-2x > 24\wedge3x < \dfrac{4}{-2}

x > -12\wedge x < -\dfrac{2}{3}

\Rightarrow\boxed{-12 < x < -\dfrac{2}{3}}

\Rightarrow\boxed{x\in(-12,-\dfrac{2}{3})}
