This is because a human has target heart rate that must be 50% - 70% when he/she is in rest state like in normal routine but it would be 70 to 85% when an individual is doing any exercise like if he/she is in a state of vigorous intensity physical activity.

Actually, it all depends on many factors but the main factor is age. The heart rate is primarily depends upon the age.
