It honestly depends on the situation considering this is under the health topic I am going to assume it is under that kind of situation. In health/medical settings the "title" matters in what they know and if they have consent from the patient to confer with that person. The title should pertain to the certain condition the patient is in. Especially due to confidentiality. So as far as "regardless of their title" it wouldn't help them make a more effective decision. Alternatively, if the person/people they converse with pertain to the situation it can and usually is a good idea to get second opinions especially if not sure of the course of action they should take.
