The Articles of Confederation was the first U.S Constitution, written in 1777. There was only one branch of government under the Articles of Confederation: the Congress of the United States. At the time, the national government had very limited power, which led to several problems that were only fixed with the Constitutional Convention that created the three branches of government we know today: legislative, executive and judicial branches.

The only justifiable way to accomplish this is to teach people from a young age how to handle an ignorant people. This type of lesson used to be a part of growing up, but has fallen out of fashion in recent decades.

There are many ways to do so, and depending on the level of the threat exhibited by the xenophobe, one would have to decide for himself/herself what level of resistance he/she could/should use to always stay within the law.

ie. Never physically assault someone, except in self-defence.
