Ironing out disagreements concerning the office of chief executive was the main task of the Committee on Unfinished Portions. This committee also recommended the four-year presidency, which is more than one term and also recommended that the vice president be the ex-officio President of the Senate.

Powers used Propaganda intended to influence opinion. Governments
during the First World War keen massive capitals and huge quantities of effort
to creating material intended to shape opinion and action worldwide. The labors

Newspaper headlines all around the country read, "<em>SIDE WITH CONGRESS, SIDE WITH THE NEGROES. SIDE WITH THE PRESIDENT, SIDE WITH THE WHITE MAN</em>."
