This is a summation notation also called the sigma notation.

In this case it means starting with k=0 what's the sum of (1+k!) for all integer k until 4

So we just need to find the sum 1+0!+1+1!+1+2!+1+3!+1+4!=5+1+2+6+24=8+30=38
