These heartbeat bands have been referred to as Target heart rate zones.      

 If you were to lose weight through cardiovascular exercise, you would stay within a specific 'heart rate zone' - which would represent about 70% of your maximum heart rate, so you would be slow enough to allow the body to use its aerobic energy system. This is the method by which the body can get energy from fat stores.
