  *we converted the number of laps into improper fractions

  ⇒ so we must find the rate which ⇒ lap/hour

   lap/hour =\frac{8/3laps}{4/15hours} =\frac{8}{3}*\frac{15}{4}   =\frac{8}{4} *\frac{15}{3} =2*5=10laps/hour
