The client is already suffering a hypomania.  Hypomania is when a person is overly active that he or she needs a little time to sleep.  The person will show episodes of increase productivity and creativity, thus, like the client did.  the client painted the streets in order to beautify the city and banning smoking for clear environment, etc. Hypomania doesn't require the patient to be hospitalize in psychiatric place.
