There are several units of concentration. The exercise doesn't specify which one should be used, so we'll use the most simple one which is percentage mass/volume. To calculate percentage mass/volume we'll only need the mass of the solute (in this case CuCl₂ and the volume of solution. The formula is the following one:

perc. m/v CuCl_2= \frac{mCuCl_2}{v sol}*100= \frac{25 g CuCl}{250 mL}*100 =10% m/v
