It also may be caused by dawn phenomenon, which is the end result of a combination of natural body changes.Normal fasting blood sugar levels for a person with diabetes are between 70 and 130 milligrams per deciliter (mg/dL). A person with diabetes can measure their fasting blood sugar levels in the morning before breakfast. When blood sugar levels fall below 70 mg/dL, people may experience symptoms of low blood sugar.

So it's most commonly done before breakfast in the morning; and the normal range there is 70 to 100 milligrams per deciliter. Now when you eat a meal, blood sugar generally rises and in a normal individual it usually does not get above a 135 to 140 milligrams per deciliter.
