The number of candy packages is going to be represented by the variable c.

6.50 – 5.75

18 – 6.5  -  1.15c ≥ 5.75

11.5  -  1.15c ≥ 5.75

Subtract 11.5 from both sides

-1.15c ≥ -5.75

Divide both sides by -1.15 and flip the sign.
