Ok so:

4(4x+3) = 19x + 9 - 3x +3
parenthesis first:
4 x 4x = 16x    then    4 x 3 = 12

16x + 12 = 19x + 9 - 3x + 3
combine :) :
19x - 3x = 16x   then    9 + 3 = 12

16x + 12 = 16x +12
       -12             -12
16x = 16x
They are the same equations lol they equal 0.
