A number that can be made by dividing two integers (an integer is a number with no fractional part). The word comes from "ratio". But π (pi) is not a rational number, it is an "Irrational Number".
Since rational numbers are all numbers that can be written as a fraction, and includes positive numbers, negative numbers and the 0. We can conclude that since -3.4 can be written as a fraction it is a rational number.
