Answer:

Well in the west it was dusty dry and very hard to sustain life. With no water and a very hot climate the "peoples" :) probably didn't feel to comfortable at first. Look at Arizona in the U.S it is growing and a lot of people from California U.S also come here.

In a free society, however, the burden of proof should be on those who would curtail speech to prove that a particular form of expression would seriously encroach on other individual rights or create a health or safety risk.
