m*v*r =  m*w*r^2 +  1/3 (ML^2w)

w = m*v*r / ( mr^2 + 1/3 ML^2 )

w = 0.1 *400*1 / ( (0.1 * 1) + 1/3 20* 2^2 )

w = 1.49 rad / s

The angular speed of the rod after the impact is 1.49 rad/s
