At that time , the term "Flapper" was used to depict women with short bob hair that dance around while flapping their hands along with jazz music.
This exemplify the increase in social freedom that women experienced at that time. Rather than being forced to conform to feminine value (long hair, reserved attitude) they were allowed to became more free and pursue their own passion.
