Can be the abuser, no matter your mental status u can be an abuser or abusive to something or someone. Even though the disability may affect their mental status and their logics, that still doesn’t change the fact that it was abuse.
If someone is the ‘willing participant’, they will be incarcerated for attempting to get someone else in jail for something they encouraged to happen for the benefits of themselves.

I agree with this law, it not only further protects victims but also (insert opinion). Mens rea was intentionally made as a non-deciding factor, because there is no statistical way to prove this. I am confused as to what the question is. I hope this helps! In other U.S. elections, candidates are elected directly by popular vote. But the president and vice president are not elected directly by citizens. Instead, they're chosen by “electors” through a process called the Electoral College. The process of using electors comes from the Constitution.
