Both does not burn the same amount of calories. Running exert more effort than walking. And that makes running to burn more calories that walking. Not unless you walk more more miles away and run only in a short time.
Thus letter D. is not a true statement

The most logical answer would be for lack of time. Cardio takes longer to burn more calories. You would have to walk an hour to burn 160-180 calories (for 130 pound person). An alternative would be HIIT which burns more calories in a short period of time.
