To find the cost price per ounce, divide the total amount of cost of the goods to the total number of goods.  

Given information-

The price rate of the brand A and B is,

Brand A: 14 ounces for $33. 18

Brand B: 22 ounces for $52. 80

To choose the better buy, we need to find the unit price of the both the brands per ounce.

As the total 14 ounce of Brand A cost $33.18. Unit price of brand A per ounce is,

C_A=\dfrac{33.18}{14}\\C_A=2.37

Thus the unit price of brand A per ounce is $2.37.

As the total 22 ounce of Brand B cost $52.80. Unit price of brand B per ounce is,

C_B=\dfrac{52.80}{22}\\C_B=2.4

Thus the unit price of brand B per ounce is $2.37.

The unit price of brand A is lower than the unit price of the brand B per ounce. Brand A is the better buy.
